Nissan hardbody out of time?

90 Nissan d21 hard body. ka24e 4cyl 5spd. New timing set, new gaskets etc...I feel like Im fed up with my truck. My timing chain is on correct, Put it at top dead center....Im thinking that its at the oil pump and dist. Cranks over great no problem. but wont fire up. Im not 180 out Ive tried that. Valves not bent. Ive had the oil pump and dist. out of my truck like 20 times. and Nothing still. Im thinking that the oil pump moves when I put it in but my rotor bug is either right next to #1 or right before. Not sure if either is right. please help!
