Where is a best place to immigrate? Canada, New Zealand?

I am a Quantity surveyor (sri lankan,age 28 male). I have diploma in construction and Bsc (Hons) in Quantity surveying and construction management(part time UK qualified top up at sri lanka). and also experience total is 7 years. at sri lanka 5years (Roads,Bridges,canals) and 2years gulf (Civil and buildings) Where is a best place to immigrate? Canada or New Zealand ? how about salaries and benefits and also living cost ?
