Oil Spill/Cleanup Close To Tampa Bay?

My aunt recently flew into Tampa International Airport and said that because of the oil spill, the water in the Gulf is bright, bright, unnaturally green, and it gets fairly close to Tampa Bay. Can anyone confirm or deny this?
