You are essentially correct. Ryan, and the conservatives want to stick it to us. As soon as they were elected, the conservatives promised to legislate health care reform that would take the place of the current health care legislation. Many people cheered, until they realized the "reform" was taking away Medicare, and giving the wealthy another tax cut.
